    Participate in Wreaths Across America We look forward to our first annual Wreaths Across America event in Hooper. A brief ceremony and wreath laying event will be held on Dec 13, 2025, at 10:00 am. More details will be forthcoming in the weeks ahead. For those unfamiliar with this nonprofit, their goal is to remember and honor those who have selflessly served our nation in the armed forces and teach the next generation of their service and sacrifice by placing a beautiful wreath on each grave. We will join millions of fellow Americans on that day honoring our veterans in the Hooper cemetery. In order to sponsor a wreath, please go to wreathsacrossamerica.org/uthocc and simply choose the number of wreaths to sponsor. We have approx. 450 veterans in our cemetery and the last day to sponsor a wreath is November 28, 2025. If you plan to attend the event and participate in wreath laying, please sign up as a volunteer using this link. Thank you in advance! Make an Online Account Submit Permit Plans Check Setbacks and Dimensional Standards Building Division: Building permits are required to ensure public safety, health, and welfare as they are affected by building construction, through structural strength, adequate egress facilities, sanitary equipment, light, ventilation, and fire safety. Building Permits are REQUIRED but not limited to the following situations: - Converting any unfinished space in a dwelling to livable finished space. - Addition or modification of any plumbing, water, or gas line. - Any electrical work other than replacement of existing light fixtures, switches, and outlets. - Replacement or modification of heating and air conditioning system including equipment and ductwork. - Modifying any existing structural framing. - Addition to an existing structure including living space, patio cover, deck, etc. - Construction of any detached accessory building larger than 200 square feet or over 1 story in height regardless of construction type. (Structures less than 200 square feet require site plan approval) - Replacing a roof covering. (Required where the existing roof has 2 or more layers of any type of roof covering) **This is not a complete list of required permits. Building Permit Costs: Permit fees are assessed in accordance with Hooper City Consolidated Fee Schedule based on the value of the project. The following are examples of fees collected for some of the most common permit types: Electrical Service Upgrade: $50.50 Furnace or Water Heater Replacement: $50.50 To schedule an inspection on an active building permit, please first try to schedule it on the online portal.     Hooper City Election Information Hooper City Municipal 2023 Elections Municipal Office to be Voted on: Hooper City Mayor (4-Year Term) City Council At-Large #1 (4-Year Term) City Council At-Large #2 (4-year Term) Candidacy Announcement Info: 20A-9-203 Declarations of Candidacy – Declaration of Candidacy Forms or Nomination Petitions must be filed in person with the City Recorder at the Hooper City Offices. Beginning Thursday, June 1, 2023 and Ending Wednesday, June 7, 2023 between the hours of 9:00am and 5:00pm Monday through Thursday. (Closed Fridays and Weekends) The 2023 Primary Election (if needed) will be held on Tuesday, September 5, 2023. Ballots will be mailed out to eligible voters, according to voter's party affiliation, starting on August 15th. Voters must be of legal voting age, citizens of the United States, and reside in the precinct in which they are registered. Voters can verify party affiliation, registration status, and view a sample ballot online at www.vote.utah.gov . Voter registration deadline to receive a ballot in the mail is August 15th at 5pm. Registered voters who do not receive their ballot by August 14th should contact the Weber County Elections Office. The 2023 General Election will be held on Tuesday, November 21, 2023. This was a necessary response to the changes in voting districts made by the Utah Legislature and the changes in the voting precincts made by Weber County.
