Truth in Taxation

The purpose of this page is to provide information about property taxes and Utah’s Truth in Taxation process. This process allows the City to consider an increase in property tax revenue following required public notice and public hearings.

What is Truth in Taxation?
Utah’s Truth in Taxation process is designed to ensure transparency and accountability when local governments propose a property tax increase. Under state law, taxing entities must notify property owners if they intend to collect more property tax revenue than the previous year and must hold a public hearing before adopting the higher rate.

This process focuses on the total amount of revenue collected rather than just the tax rate, helping residents better understand how proposed changes may impact their property tax bill. By requiring clear notice and opportunities for public input, the law promotes informed community participation in local budgeting decisions.

How can I participate electronically?
Residents may participate in the public hearings electronically via Zoom. During the meeting, attendees may submit written comments using the chat feature or raise their hand via the zoom tools and wait to be called on by the host to give verbal comments. Written comments may also be submitted in advance by emailing the Hooper City Recorder’s Office at admin@hoopercity.gov. Submitted comments will be included as part of the public record.
